I firstly question whether this is a war memorial. Sir Thomas lost a leg in the Battle of Copenhagen 1801, then became Comptroller of the Navy, then MP for Rochester 1906-1816, and then Treasurer of Greenwich Hospital until his death aged 62 in 1828. The memorial is clearly in this place because of his being Treasurer of the Hospital. That said, the memorial is in a fair state. It needs a good clean, but the inset inscription is readable, and there are no obvious cracks. Replacement of the stucco work is probably now needed. The railings may be newish, and being apparently made of softish Bakelite rather than metal. The memorial is within a grassed area in front of Devenport House, now part of the University of Greenwich. Access is though gates on the Romney Road or from the Maritime museum grounds next door. I am posting today photos to the War Memorial trust. I was told at the information centre that the Greenwich Foundation for the Old Royal Naval College, based at 2 Cutty Sark Gardens SE10 9LW are probably responsible for the Memorial and the surrounding lawns. There is a small separate cemetery about 30 yards away containing graves of deceased royal naval officers of the Napoleonic era.
